National Flood Urban Resillience Project (NUFReP)

See how Harmoni helps shape smarter, safer cities through its work on NUFReP —a collaborative effort to build urban flood resilience in Indonesia.

NUFReP

About the Project:

The National Urban Flood Resilience Project (NUFReP) is a joint initiative by the World Bank Group and Indonesian Ministry of Public Works . It aims to strengthen urban flood resilience in five cities: Semarang, Medan, Manado, Bima, and Banjarmasin, by improving infrastructure, planning, and disaster preparedness.

A crucial part of the project is the development of a Flood Early Warning System (FEWS). This system is designed to improve real-time flood forecasting, enable faster emergency response, and ultimately reduce risks to vulnerable urban communities.

Objectives:

  • Enhance the capacity of cities to prepare for, respond to, and recover from flood events.
  • Strengthen institutional coordination and infrastructure for effective flood risk management.

Our Role:

As a National Water Engineering Consultant, we have played a key role in reducing flood risk across multiple cities in Indonesia. Our contributions include the development and implementation of Flood Forecasting and Early Warning Systems (FEWS), as well as capacity building for local institutions and strategic support in investment planning to ensure long-term resilience and sustainability.

Our Approach:

At Harmoni,we take a holistic and adaptive approach to urban flood resilience. Our work under NUFReP focuses on integrating technology, data, and stakeholder engagement to deliver sustainable impact.

We prioritize:

  • Cutting-edge research and development through meticolous review on FEWS around the world.
  • Collaborative design with local governments, ensuring solutions are locally owned and actionable.
  • Capacity building to empower institutions with the tools and knowledge needed for long-term success.
  • Scalable systems, such as Flood Forecasting and Early Warning Systems (FEWS), that can grow with future urban challenges.

By aligning our technical expertise with local priorities and global standards, we help cities move from reactive response to proactive flood risk management.

Our Impact:

Our contributions to NUFReP have delivered tangible results in building flood resilience across Indonesia.

Highlights of our impact include:

  • Standardizing and designing Flood Early Warning Systems (FEWS) across five major cities, ensuring consistency, reliability, and local adaptability.
  • Assessing existing FEWS infrastructure to identify critical gaps and recommend practical improvements.
  • Translating global best practices into actionable strategies tailored to Indonesia’s unique urban and hydrological contexts.
  • Facilitating multi-level stakeholder engagement, fostering collaboration between national agencies, local governments, and community groups.
